Public dossier File: VPCM 10/2026 Câmara Municipal da Guarda
What has happened
Everything that has happened since the Câmara approved the plan on 19 June 2026, with the minutes and news for each step.
-
The Câmara recognises the municipal public interest
Approved with 4 votes in favour and 2 abstentions and sent to the Assembleia Municipal. The mayor says: "I don't know who the owner is". -
Rádio Altitude reports the approval
In its news bulletin the station mistakenly calls the plant a "metallurgy unit". -
O Interior reports the project
"Biomethane company wants to set up in Guarda." The mayor explains that the process was speeded up to reach the Assembleia Municipal. -
Assembleia Municipal session (probable date)
The Assembleia Municipal met on this date. That it voted on the biomethane plant at this session is an inference: the minutes and vote count were not found. -
The revised master plan comes into force
Under the revised master plan, the site can only host the plant with the Status of Relevant Municipal Interest. -
Doubts about who is behind the company
A councillor says the proposal arrived by email from a Spanish company, "Lambert", and that the tax number in the documents belongs to another company. -
Third request for the company registry certificate
The opposition asks for the company's registry certificate for the third time. -
"No more than an intention"
A public debate is requested at the council meeting. The mayor replies that the project "is no more than an intention" and that the Câmara has no further information. -
The Assembleia Municipal's "positive opinion of intent"
According to Rádio F, the mayor says the Assembleia Municipal only issued a "positive opinion of intent" and that the Government will launch public participation "in due course". -
Nothing more on biomethane in the minutes
The Câmara's minutes and decisions of 24.08, 11.09, 28.09 and 12.10.2026 make no mention of biomethane. -
No public consultation found
On 16.10.2026 no public consultation or environmental impact assessment for this plant could be found on the Participa portal. - Next step
Planning and environmental licensing; no date yet for a public consultation.
What comes next
- The company will have to file "at least a prior information request or the licence application itself"; fire-safety strips will be assessed at that stage.
- A biomethane plant needs prior registration with DGEG and environmental and planning licences.
- If capacity reaches 100 t/day, or the site is in a sensitive area, an environmental impact assessment is mandatory, with 30 working days of public consultation.
