Lambert Bioenergy (Biometano Cosmos, Unipessoal Lda.) wants to build a plant producing biomethane and organic fertilisers from "non-hazardous organic waste" in the parish union of Avelãs de Ambom and Rocamondo. When a councillor asked who owns the company, the mayor answered: "I don't know who the owner is". The opposition asked three times for the company's official registry certificate. In August the mayor said the project "is no more than an intention" and that the Câmara has no further information.
The location on the map is approximate: the parcel boundary was measured by MOV.AP on satellite imagery and lies about 352 m from the water extraction zone known to local residents.
What has happened
-
The Câmara recognises the municipal public interest
Approved with 4 votes in favour and 2 abstentions and sent to the Assembleia Municipal. The mayor says: "I don't know who the owner is". -
Rádio Altitude reports the approval
In its news bulletin the station mistakenly calls the plant a "metallurgy unit". -
O Interior reports the project
"Biomethane company wants to set up in Guarda." The mayor explains that the process was speeded up to reach the Assembleia Municipal. -
Assembleia Municipal session (probable date)
The Assembleia Municipal met on this date. That it voted on the biomethane plant at this session is an inference: the minutes and vote count were not found. -
The revised master plan comes into force
Under the revised master plan, the site can only host the plant with the Status of Relevant Municipal Interest. -
Doubts about who is behind the company
A councillor says the proposal arrived by email from a Spanish company, "Lambert", and that the tax number in the documents belongs to another company. -
Third request for the company registry certificate
The opposition asks for the company's registry certificate for the third time. -
"No more than an intention"
A public debate is requested at the council meeting. The mayor replies that the project "is no more than an intention" and that the Câmara has no further information. -
The Assembleia Municipal's "positive opinion of intent"
According to Rádio F, the mayor says the Assembleia Municipal only issued a "positive opinion of intent" and that the Government will launch public participation "in due course". -
Nothing more on biomethane in the minutes
The Câmara's minutes and decisions of 24.08, 11.09, 28.09 and 12.10.2026 make no mention of biomethane. -
No public consultation found
On 16.10.2026 no public consultation or environmental impact assessment for this plant could be found on the Participa portal. - Next step
Planning and environmental licensing; no date yet for a public consultation.
What we still don't know
- The plant's capacity: tonnes per year, m³ of gas per hour.
- The types, quantities and origin of the waste: manure, food waste, sludge, animal by-products?
- The number of trucks per day and their route.
- Where the digestate goes and on which land it would be spread.
- The exact location of the parcel, which is in the proposal's annexes kept at the Câmara.
- Who owns the company. The registry certificate was requested three times; the documents sent to councillors in August are not public. A link to the Spanish group Lambert Bioenergy is plausible but not confirmed by any document.
- The Assembleia Municipal's minutes and vote count, which we have not found.
- Which watercourse drains the parcel and what aquifer lies beneath it.
- The distance to inhabited places, the environmental impact and public subsidies: questions asked at a council meeting and not answered.
- Whether there will be an environmental impact assessment and public consultation.
- The position of the parish union and of the Pêra do Moço parish council.
